can a battery be replaced on an i-pad?

I can charge my ipad for 24 hours and it still doesn't work. It gives me the "need charge " signal..

Sure... take it to an AppleStore GeniusBar, Apple Authorized service center, or generic repair place... or if you're adventurous... search for instructions/parts/tools to do it yourself... Personally, I'd go with one of the first two options...
