Why do I have to add a song to "My Music" in Apple Music before I can add it to a playlist?

Why do I have to add a song to "My Music" in Apple Music before I can add it to a playlist?

If I'm streaming a tune in Apple Music, and I choose to add it to a playlist, the track does not show up.

However, if I first select "Add to My Music" and then add it to a playlist it shows up.

Do I have to add songs to "My Music" in order to add them to a playlist, or is this some sort of glitch?
