Why can I no longer text on my iPad Air 2 to people without an iPhone?

Until a few days ago, I could text on my ipad to people not on the iphone or ipad or Mac. My Ipad Air 2 also used to alert me when my iphone rang. I have cellular on it. Now it doesn't.

I 'assume' handoff has somehow been disabled in the Settings.

On the phone got to Settings > Messages > Text Message Forwarding and make sure your iPad is listed. If it is, turn it off and turn it back on
