I believe if I read between the lines.. The OP wants to make a ringtone from a YouTube video. That being said... I don't know how to do it.

Use one of the YouTube downloaders...save the file to computer...open it in any video editor...copy the audio section...save the audio as MP3/m4r file and import into iTunes and sync to device(s).
