    Problem started in last couple of weeks. Have tried restarting phone to no effect. Software was updated to iOS 8.3 some months back. Also cannot download new apps. Problem is not with my account as my iPad is working fine, updating and downloading.

    You may have to do the dreaded restart and set-up as new.

    Try signing out of the iTunes & App Store and then signing back in. Also, try resetting the "network settings".
