Why can't I access an app on my iPhone

The app is on both of my devices... iPhone and IPad. I could access it on phone before hard reset. Now message is must purchase from App Store. On my phone I see the cloud sign but it will not download

are you running an older iOS that may not support it?

When do you get the message? If you have already paid for it you won't be charged again. Was it on your screen just before you did the hard reset? Or did you restore? What exactly did you do?
