why is it that my camera is not working and i cannot download any thing on my iphone

when i download any thing like music , whatsup, games and so on it says i have to start download ios 7.0 ,6.0 and so on and when do so it refuses
no phone can send me music or i cannot receive music from any where
help what should ???
