Why is Voice texting not working for me?

I have an iPad running version 8.3. When I try to send a voice text the microphone correctly records it but the circular box on the right with three buttons is inoperable. It worked when I first started trying it but now it stopped working. I've tried rebooting and everything. I'm sending to other IOS users (blue in contacts).

What circular box on the right? If you're using the Voice dictation feature of the native keyboard from within the Messages app, once you've selected "Done" after speaking your message, all you should have to do next his select "Send".
