Why Isn't Family Sharing Working Correctly?

Both my husband and I have family sharing on and are in the same family and both have "share purchases" on. I can see all of his purchases in the App Store yet he can't see any of my purchases in the App Store. He sees me as an option in the Purchases section of the App Store but when he clicks on my picture it says there is no content. And I've got a lot of purchases. It's so weird. We've tried logging out and logging back in and also downloading a free app (both suggestions on Apple's site).

If it's been less than 24 hours since you set up the FamilyShare.... Give it some more time for Apple's back-end systems to catch up.

Unfortunately we've had it setup for months now...grrrr. Maybe we'll try to turn it off and the back on again.
