    Are you trying to restrict access to apps on your home screen or restricting the purchase of apps? If the former then no, unless the app itself has a built-in security feature. Apps like 1Password, Dropbox, Goodreader, etcetera, all can be set to require a passcode or fingerprint to gain access to the associated files within.
