I removed all my photos off of my iPhone 5c and the photo screen says "downloading" even though all the photos have been removed. It is draining my battery.

What photo screen? Do you mean the camera roll? Show a screenshot? Do you have iCloud Photo Library turned on?

If you have iCloud Photo Library turned on it's trying to download all the photos in your iCloud Photo Library. Go to settings, iCloud, Photos, and if iCloud Photo Library is turned on, turn it off and your photo library won't be trying to download anymore.

I do not know how to load a screenshot on here. I had this problem last time and it is a very simple fix that I found on the internet but I cannot find it now.

Which part of iCloud is turned off? iCloud Photo Library? My Photo Stream? Turn both off.
How do you access this site? Online? TapaTalk? iMore app?
