Why didn't Photos transfer my entire iPhoto library?

Launched Photos and it immediately began transferring my iPhoto Library. Unfortunately, it didn't transfer all of my photos! And I'm getting different sets of photos appearing on my 5C, iPad mini w/ Retina and only a fraction on my AppleTV. Yet I have all of my devices turned onto iCloud.

What can I do to get the rest of my photos transferred?

(PS My iPhoto library is greyed out in column view. Yet all of the photos are still in iPhoto.)

Make sure you're not in the iCloud photos album. Apple likes defaulting to that and it costs money to store there. This worked on my hackintosh and iP5
