Does anyone know how to restrict usage while using wifi?

You need to set the limits in your wifi router. There is nothing built into iOS to control wifi access.

I know I'm old school, but gosh, it really irks me when I read posts complaining about stuff like this. If the problem is such a big pain, what's so difficult about taking the phone away?

OP, how much wifi do you get each month? I get 300 gb with Comcast, but we only use about 20 gb or less.
