No, it shows green if you're not an iMessage user or you're having connection issues.

Messages in the Messages app are blue if you are connected and active with iMessage. If it's green, it simply means that you are not connected to iMessage and the texts are sent via SMS. It has nothing to do with being on the phone (call) or not.

As an observation, it sounds like somebody has control issues.

If you are on iMessage and it shows green for your wife, then her iMessage may be toggled off. Or your phone could have been powered off.

Nothing to do with you being on the phone. It is blue when you are texting messages with other iphone users. An iMessage is sent by Apple instead of your cell phone provider. The iMessage is sent over an Internet connection rather than through the cell phone control channel. There are no text messaging charges by your cell phone provider when sending an iMessage. Its green when you are sending text messages where their are no receptions and if you are texting someone without an apple device. This text message is being sent by your cell phone provider and being charged on your plan.
