How do I set limit for my download applications?

there are some application more than 100mb that I need on my application but they cannot be downloaded except with WIFI. Some were downloaded with previous IOS but cannot be updated due to the size of the data. Please how I increase limit of size of applications to be downloaded without using WIFI
