Why cant't I see the sync photos tab?

I am trying to download photos from my Mac PC onto my iPad and can't find the sync photo tab to do it.

Try opening the Photos app before bed... And leave it open all night... I did that once when things seemed to not be synching... It was synced by morning... And now on my MacBook it synchs when I open Photos every time.
