How do I unrestrict FaceTime from my iPhone?

I brought this phone from someone else and FaceTime is not anywhere to be seen, I asked Siri to FaceTime someone and it said FaceTime has been restricted on this iPhone so how do I unrestrict it?

If it's a user initiated restriction, that can be undone is Settings... General... Restrictions... If you are in a country where FaceTime has been restricted by the government - there's nothing you can do a bout that.
