Entering password for free apps

For some reason I cannot find the setting that lets me download a free app without entering my iTunes password. I remember getting a popup asking if I wanted to bypass the password and absentmindedly clicked "No". *curses* my iPhone 5C is running the latest iOS 8.3.

Go to Settings > iTunes & App Store and look for the option listed under your Apple ID.

Have you tried to sign out of the App Store on the phone, restart the device, and then sign back in to the App Store?

Also, you may want to check the settings in Settings > General > Restrictions.

For some reason my restrictions passcode is different then my unlock one, which is weird I didnt think I'd have to change both at once. So since I've had numerous pass codes since that restrictions passcode, and I don't want to have to erase and restore my phone.
