Why can I not get predictive text on my iPad?

I am not able To get predictive text on my iPad why not?

Settings...general...keyboard...switch for predictive...

Are you referring to the three words that are over the keyboard? If so on the keyboard above the Y on the keyboard you will see a little white line- swipe that up to get the words back
