Mac Photos: Keep full resolution on iMac NOT online- Is it possible?

HI,I want to use the new mac photos. Ideally I want to keep the full resolution images on my iMac, and optimise my other devices. It seems as though I can do this, bit I also have to keep the full resolution images online and thus pay for extra storage. Is there a way of only keeping the full resolution on the iMac and still use the icloud library?
