They want to know if I want cellular Connectivity or just use Wi-Fi. What do you think? I really do not want another phone bill unless it is worth having.

I'm quite fine with wifi only... when one has a need, if their phone plan allows it - one can always use their phone's personal hotspot and connect the iPad to the internet.

If you can use your phone's data connection go for the Wi-Fi only. I'm with you; I don't want another monthly bill, either.

Go with Cellular + Wi-Fi as long as it's just a feature of the iPad and not turned on (e.g., on your phone bill). You never know if you'll want or need it for sometime in the future. AT&T lets you (or at least they used to) subscribe on a monthly basis.
