recovering deleted photos from icloud backup

My sister has been constantly deleting her photos to free storage space from her iPhone thinking icloud has been automatically backing up everything so her photos are still in the cloud. Her icloud has been doing autobackups all the time but from my understanding, it replaces the old backup completely so if she deleted her photos prior to the current backup, all her photos are gone.

Is this correct or is there a way to recover all her photos?

If she actually deleted them and the phones has made a back up then yes they get deleted. But she may have an older backup that she can restore from. Try wiping the phone and then restore from a back up. You are usually able to pick from several of them. Worst that will happen is she will be right back where she is now.
