how do I delete a pop up window asking 2 sign in when there is an incorrect email?

the sing in to incloud window pops up every 3-4 secs on my ipad with a prompt to enter the Apple ID poassword for an incorrect email account that is not mine on my ipad.
How can I delete this or start over?? When I try ti follow the directions for deleting this account it still asks for the password which I do not have and then just goes back to the same pop up window again?

Is there any way to delete this or at least reboot my ipad ??
