Just purchased this iPhone didn't come with charger and I plugged it into my iPad charger but my iPhone will no come on

Try plugging into your computer. Does it recognise it? If so restore the OS. If not bring it to an authorised repair shop or an Apple Store.
Are you leaving it plugged in long enough?
