    Considering a Iphone 5S with an Otterbox cover, will my Duracell Power Mat REC000078 charge my ipone while in my otterbox?

    only if the case has an induction mat either built-in or 3rd party add-on that plugs into the Lightning port.

    Doubtful. Induction charging requires surface to surface connection. The Otterbox will act as an insulator and prevent charging.
