How were they unknowingly synced? Who had access to your device and your account other than you?
How do I retrieve them? And sync them to iCloud?

try to Login to your Outlook.com account online. If you're successful then your account is not deactivated. Check to see if your contacts are present, and if they are, delete the account and its data from your iPhone and then reconfigure the account. The contacts should sync back to your iPhone.
