Why is my iPad unable to connect to my laptop?

i tried connecting my iPad Air to my windows 8.1 laptop and windows 7 PC but it doesn't seem to be working.
I installed all the necessary software (iTunes and bonjour) and am always keeping them updated to the newest software updates, same applies to the computers' operating systems and my iPad's iOS.
When I try the usb connection it doesn't work even with iTunes already open on my computers.

Does the cable you're using work to charge with? Try a different cable...
