I am following the instructions as I should, place and remove your finger from the sensor repeatedly. Do I leave it long enough for the red to fill in the lines of the finger or do I keep placing and lifting til it says something? After doing it like 15 times it said it could not ID my finger.

Just place your finger on the TouchID/Home button when it tells you to until it vibrates. Keep lifting your finger and touching the button until it vibrates until it tells you that the process is complete.

Keep placing finger on touch id, you will see the fingerprint fill up, it will inform you when complete.
