icloud not saved all photos

[iMore Question]

Downloaded my photos taken on my iPad air to iCloud (the free storage that came with the iPad). I then downloaded iCloud onto my microsoft computer and then went to my photos. Why were they not all there? The oldest photos and videos that I took well over a year ago have not saved on to iCloud and yet I still have enough storage, I still have 4.3 of the free 5 guitars left.

If it's the old way, if I'm not mistaken they are only saved on there for 30 days. I maybe wrong because I don't us iCloud for my photos. I don't like the way it works.
