how do I enable a disabled ipad mini?

I was changing my password and mistakenly put in random numbers and now I don't know what the password is.

If it's yours, and you have "Find" app set up... From another device, or the iCloud web site.. Use 'Find' to wipe it... And set it up using your last back-up.

Your ONLY option is to wipe and restore it as new - then restore it from a backup.
