    If you leave it with two tabs open, one private it may relaunch with the private tab still available... but starting with only one tab I believe will not default to private, and there's no way to make it so as far as I know.

    As I have selected private. Even if I close Safari and open app it still has Private Browsing selected.

    I've never used it. But I just tested it, and it stays on "Private" even with no tabs showing. The only way to get off "Private", is to tap "Private". That's how it works on my iPhone 5 iOS 8.1.3.
