Will opening a new account correct any lingering verification issues?

i now have trouble verifying her account and wondered if i open a new account will it work using her existing phone number or will apple just say an account already exists using this number

You're probably going to run into trouble until you remove the phone number from being associated with the account. If logging in to the Manage Your Apple ID site and editing the the information doesn't work, you may have to contact Apple's account security.
