Why is my iTunes not allowing me to buy anything unless the family group organizer says so and I have my own card for my iTunes. This has never happened before. Also, I can't get/download any recently

If you are a child, the setting to ask permission is set to on... even if you have iTunes credit on your AppleID the parent must still approve.

And you must either 1) be a child or 2) have an erroneous birthday on your iTunes account. If you are under 13, Ask to Buy is automatically on. Under 18, a parent can choose to turn Ask to Buy on.

As long as you are part of the family sharing group all of your purchases will go through on their card.
That is true... but... if one has store credit applied with the use of iTunes gift cards on their individual AppleID, that credit is used first before any charges go on the FamilyShare payment method on file.
