Can one add to a public photostream via browser?

I've created a photo stream for people without iOS devices. I wonder if they can add photos like people with iOS devices can. The photo stream is set to allow others to add photos.I have checked and this does work on iPhones and iPads and also works in the iCloud application on a PC. I am sharing with people that I don't want to give personal information too.

Can one add to a public photostream via browser?

My guess is no... but I don't know that for certain.
