    It's all in the question ... the message in question forces me to cure the problem by buying more storage with 4.8 still free but not apparantly usable ...

    Your iCloud space and device space are totally separate, distinct things...

    iCloud: Settings...iCloud...Storage...

    Device... Settings...Usage... Storage...

    That's the 5 free gb of iCloud storage, not your phone's storage. You can see your phone's storage space availability by going to Settings >General >About
