What is the best way to send Video email in OS10?

My goal is to email a personalized video using Mail, without attaching the video. I will create the video and store it in the cloud. What I would like to send is screen capture of the video and when the recipient clicks on the image, it will open the video from them to watch. If I attach the video, it will take too long for them to load into their mail app. So the smaller the size of the file that I am sending the faster it will send and the faster it will limit the file size that I am sending in the email.
