Why is Facetime not included in settings on my iPad Air?

I baught this I pad air from Saudi arabia one month ago

As mentioned in your previous question, your carrier determines if FaceTime is blocked. If you're using it on the network outside of SA then it won't be. It's the carrier in certain countries that block it. If you're using it on the network inside SA it will be blocked.
