    I've experience this only once and could never duplicate it: The upper line of icons moved down to the middle of the screen (if this has already been discussed my apologies!).
    So I searched the internet and found the reason why it happened to me: You simply "double-tap the home-button." Not double-press it like the gesture for opening the app-switcher, but a light tap, like double-tapping the screen.
    Anyway, I answered my own question but I hope people will enjoy this "magic."

    It's not a bug... it's a feature... They call it "Reachability"... for me it activates with a quick swipe back and forth across the home button rather than a tap... perhaps it's just me...

    You can disable it if you want in Settings -> General -> Accessibility
