Why am I not getting audible alerts for my text messages on my Iphone 4

O have settings on set to Chimes for Text Tones in settings and my volume is up because I can hear my phone ring with incoming calls. This happens even when I do not have a text window active.

Try a reboot by holing in both buttons until the Apple logo comes up.
