Why am I being asked to set up iCloud on my device if I've already done so?

iCloud is set up on my ipad but when I try to access icloud.com on the web using my iPad I am asked to "setup icloud on this device. Why?

Because everything you can, or should ever need to do on iCloud on an iPad can be done within apps and the iOS on the iPad. Safari accessing iCloud via web interface is not needed.
