My iPhone 5s was stolen, can I recover my contacts?

Hi..I (indian)was on vacation to Ho Chi Mith (Vietnam)last month and my Iphone 5s was stolen and I did tracked it but the smart guy turned it off and till date not connected to internet,find my phone says this message.I have put the devise on erase mode.
Can somebody help to conclude by getting my contacts from that stolen phone or i can write to Apple to put the phone on usless mode.

If you backed up your device to icloud or iTunes your contacts will still be accessible. Go to iCloud.com and enter your Apple ID to access your contacts

Also you should report your device stolen to the local Police Department

And change any password associated with you phone like banks accounts or email accounts along with your Apple ID.
