Two iphones one iCloud Account Separate contacts for one iCloud account?

We are looking at using iCloud more but want to keep some things separate like contact lists and others combined like calendars is this possible?

Yes. Each person uses their own AppleID for iCloud... Set up FamilyShare for sharing apps, media, etc.
