I have used FaceTime on it to an iPhone but when I try to contact another iPad it just rings. Why?

If the iPad you're trying to contact has an email address set up as being able to receive calls and you use that to initiate the call... yes, you can FaceTime another iPad.

Okay so my friend says on his iPad there is no option to face time me . He has my email address listed. He can FaceTime others but the only difference is they have Iphones and I dont. Could this be why he can't face time me? If I initiate the call to his iPad it just rings on my end and nothing happens on his end.
