I've spent hours adding captions to photos (from my digital camera) on iPhoto. As far as I can tell if I upgrade to ios8 I'll lose them all as "photo" doesn't do individual photo labels. So far therefore I've stuck to ios7. However other apps are beginning to work less well on 7, so I feel that eventually I need to upgrade. But one of my main uses was for photos. Is there any way I can keep those labels on ios8?

As long as you keep the photos on computer with iPhoto, captions should stay where they are... and if the captions are part of the EXIF data on the file, they'll go with the file wherever it goes... its just that some apps may not display all of the EXIF data.

Unfortunately I think the OP entered the captions on iPhoto for iOS which doesn't run under iOS 8. The OP can try importing them back to iPhoto for the Mac and see if that saves the captions.
