Is the phone locked to a specific carrier? If yes, you need to contact said carrier to have it unlocked before you can use the phone with another carrier.

It means you have no service... Sorry to go 'Captain Obvious' but it is what it is... Your provider has no native network where you are, and has no roaming agreements in place so you could have service... Another possibility is in settings, you've disabled roaming...
