iPhone 5s screen is half screen when running safari. How can I restore to full screen?

The orientation of the phone doesn't make any difference. Tapping the home button 2x also failed

try a pinch gesture to zoom out...

Let me tell you "a pinch gesture to zoom out" does not help. I have an open iPhone 5s case number on this save problem since November, 2014. It has gone from talks with Apple support to more chats with an Apple iOS Chat Senior Advisor. A Restore, and Setup as New helped for one month then it started again 2/4/15. It is random and after awhile the problem was in Safari and my email.
