How to Permanently block Top Sites from Safari 1.7.2

The top Sites Feature of Safari 7.1.2 is annoying to me. I want to permanently fix it such that it never comes up again.

I've implemented changes in Safari's Preferences window, but those changes are not permeant.

Is the "X" approach to delete items from Safari permanent unless I deliberately reactivate Top Sites?
