I have a child's iPod that I want to set up with no access to our home wifi, but I would like to use the Family Sharing, but it seems the iPod needs to be connected to the cloud. Can I utilize the Family Sharing by syncing the iPod on the computer and transferring apps/music when it syncs?

Thank you. I really appreciated your tip about having to have iOS 8 or above, if only I had found your site last night it would have saved me hours of trawling through the Apple site ... Eventually I tjough, maybe they should all be updated to iOS and it worked! Appreciate the tip to about 2 Family Sharing accounts per year, didn't see that anywhere either!
    Thanks

The iPod could be synced to iTunes via cable and be able to use whatever music the iTunes library it's associated with via AppleID with no need for wifi.

Correct. And using the PC to sync apps and music to it doesn't require Family Sharing at all.
