When they are both on the same network and signed into the same Apple ID the two devices will be able to see each other and the iPad will be able to answer calls received by the iPhone

Make sure that Wi-Fi calling is not turned on, and make sure handoff is turned on. This will allow your iPad to receive phone call that are meant for your phone.
