Why contacts is not sync via icould?

I have change new Iphone 6 plus from Iphone 4.
I sync my photo and contacts to icould.
When i plug in new phone, photo stream can automatically sych my Iphone4 photo into iphone 6 but contact is not sync.

When i do restore backup thru itunes, it was rejected due to memory constraint ( Iphone4 32gB ; Iphone16gB)

Please help!!!

Is iCloud contact syncing set up on the phone? Go to settings...iCloud... look to see if contacts is on or off...
